Far enough that the creative, the landing page, and the stock or capacity are all ready before the start. Rushed campaigns spend most of their effort teaching you what you should have decided beforehand.

Can you run the campaign as well?

Yes. Strategy sets the plan, and the digital marketing work handles the running of it. Some clients take the plan and run it themselves, which is fine.
