Yes, when it is done properly. The Privacy Act governs how personal information is collected and used, so we keep collection purposeful, disclosed in your privacy policy, and tied to consent where consent applies.
Will it slow the site down?
Generally it helps rather than hurts. Moving tags server-side takes work out of the visitor browser, so there is less script running on the page itself.
