Can the build be scoped without this?
It can be scoped loosely, but not tightly. Without designed screens the build team has to assume, and assumptions in application work are where the surprises come from.
Do you design the whole application at once?
Not usually. We design the core path first, get it built and used, then design the next part with what was learned from the first.
